— I moved to Finland in 2016 because the Russian authorities tried several times to imprison me and assassinate me, Foreign Affairs Adviser Dorso Dukarov begins his story. League of Independent States.
Members of the League included among others: Chechens, Bashkirs, Tatars, Kalmyks, Buryats, Ingrians and Baltic regionalists.
The League was an association of national and regional movements in Russia that wanted countries to gain real sovereignty.
The text will have much to say about this potential collapse of Russia.
Dukarov was a Buryat, that is, a representative of the Mongol nation living in southern Siberia. Before emigrating, he lived in Buryatia, a part of Russia bordering Mongolia.

“In Buryatia they still remember the Poles”
He is one of the leaders of the local national movement and co-chairman of the Buryat democratic movement “Burjat-Mongolian Erheton”. – Already in 2014, our organization was the first in Russia to support Ukraine. He also claims that he was able to receive and pass top secret military information to Ukraine about the transfer of military units from Siberia to eastern Ukraine.
Buryatia is located far from Europe, but the region also has connections with Poland. – In Buryatia they still remember the Poles sent to Siberia. Not only Poles, but also Lithuanians, Estonians, Latvians and Ukrainians. When the Russian invaders oppressed the inhabitants of Eastern Europe, the Buryats in Siberia tried to help in every possible way, he emphasizes.
He shares a personal story: – My wife’s family was deported to Siberia. They were Lithuanians, and my wife’s aunt, shortly before she died, said to my wife: “When we were in Siberia, the Buryats helped us a lot. If you meet a Buryat, marry him.”
He says about Poland: – I love your country. I am often in Warsaw. My daughter once lived there for two years.
Let us return to contemporary politics. I ask how the members of the League envision the true sovereignty of their countries. Will Russia break into many countries?
“Wild Savages”
– Like China, Russia was one of the last colonial empires. These countries oppress other countries by force. “We believe in the principle of self-determination of nations, and our desire is to create our own national-democratic civilized states,” Dukarov begins his reply.
He does not hide his hatred of the Russians, calling them “barbarians”. – They are committing the most heinous crimes in the war in Ukraine, and are trying to shift the blame for the bloody crimes of the Russians onto other nations through controlled media, he believes.
He asserts that many countries, representatives of the League today, “have repeatedly declared their sovereignty, and at times were as independent as the Poles, Lithuanians, and Estonians.” At the beginning of the 20th century, the Buryats formed a democratic state, but this freedom did not last long as the Bolsheviks entered the country, he tells me. – This period of history has been completely erased from the history books and people don’t know much about it. We managed to preserve the original historical documents, constitution, laws and other documents of this Buryat state, he reckons.
His eyes light up when he talks about his country. — It is a modern state with a modern system of government — a parliament, a president, equal suffrage for all residents, including women. These are the achievements of independent Buryatia. That is why today we are fighting to restore statehood. This is not separatism. Our struggle is justified. The same applies to other countries belonging to the League of Free Nations, for example the Bashkirs and Tatars, he argues.
“Colonial Empire”
He uses another argument: – Western countries must understand that Russia is a colonial empire behind the words federation. Actually, it doesn’t. And according to the inevitable historical process, like every empire, it came to its natural end.
He again mentions, but agrees, that the process of fighting for independent nations does not begin in 2022 “The war in Ukraine exposed and accelerated these inevitable processes.
I have another question. I would like to remind you of the voices (not only from Russia) warning that a possible collapse could result in a bloody civil war and endanger the entire region, for example due to nuclear issues. Can such a disintegration of the Russian Federation be carried out peacefully?
— Often, the breakdown will follow a mixed situation. In some places, conflicts are indeed possible, but in some regions everything will unfold more or less in a peaceful atmosphere, Dukarov believes.
“Civil War”
He assures that his organization is making several efforts to ensure that such a process is peaceful. He tells me about making connections at international and ministerial levels with EU and Asian governments. According to him, they can be fruitful at a moment of great crisis in Russia.
I ask what would have to happen for Russia to be defeated and for Putin to lose power.
– It’s time to stop fearing some red lines. I believe it is necessary to remove all restrictions on the use of weapons transferred to Ukraine. It’s absurd, Dukarov replies, when Ukraine can’t hit the enemy’s strategic targets deep inside the country.
– It’s time to stop considering Russia’s right to be a country. And it must admit the fact that it was a barbaric Moscow colonial empire. We must actively support the forces fighting for the disintegration of Russia, above all, this is support for countries that are subject to oppression and outright genocide by the Russians. He argues that it is better to support and control the decay of this monster than to cause real chaos on the territory of the former Russia tomorrow.
“The Nuclear Option”
Dukarov also devotes a few sentences to nuclear weapons. He believes that after the collapse of Russia there is no threat to a situation where no one controls nuclear weapons.
He said:- Regarding nuclear weapons, all the members of the League have signed the memorandum. The Charter of Freedom and Independence, which declares the complete denuclearization of the entire territory of Northern Eurasia and a complete ban on nuclear weapons.
Dukarov was not my first interlocutor from the League of Free Nations. Recently I also spoke with Vadim Petro, who claims the sovereignty of the Königsberg region. He told me how economically Moscow exploits his region.
Tugarov argues that the same is true in Buryatia. — I often ask people: “Did you see the oil rigs on Red Square in Moscow? Or the gold or diamond mine under Lenin’s tomb?” The truth is that Russia has become a state by exploiting the natural resources of the colonial territories.
The money goes to Moscow
My interlocutor emphasizes that he worked as an engineer in an oil field and a gold mining company. – I know how many natural resources are exported and traded from my republic and other parts of the country. At the same time, the Russians dare to call the Republic of Buryatia a subsidized territory. Yes, this is true, if you do not take into account everything that is mined or produced in Buryatia.
– These are the largest gold deposits. These are giant deposits of polymetallic minerals. All industrial enterprises are subservient to the oligarchic structures of Putin’s environment, sometimes even to him personally, he adds.
He says his organization records everything that is mined in Buryatia and then sold on world markets. – None of the income of these companies returns to Buryatia, and it amounts to tens of billions of euros. Only from the profit of a large deposit of polymetallic minerals, the whole of Buryatia could live on the scale of a state in Eastern Europe, for example, one of the Baltic countries. And we have many such companies. Undoubtedly, after independence, Buryatia will quickly become one of the richest countries in Central Asia, he argues.
Don’t be afraid of new countries on the map
We close the conversation, thanks to Dukarov for presenting his opinion. – It is very important to understand that you should not be afraid that new states will appear on the map after the collapse of the Russian Federation. He concludes that we should not fear the disappearance of this monster that oppresses our nations in particular.
Russia’s voices threatening the West with Russia’s fall should not be believed, he says. – Even the so-called opposition parties from Moscow threaten that non-Russian countries are uncivilized and will start a bloody massacre. It’s really just manipulation. They did not want to lose their colonial empire. This is because the Russians will have to work without living a parasitic life, using resources they do not own.
